Outgoing Attorney General confused about his role, admits failure

The <a href="http://www.latimes.com/nation/politics/politicsnow/la-pn-holder-guns-201.... Times reports</a> that the
<blockquote>inability to enact new gun safety laws after the Sandy Hook school shooting ranks as "the single failure" of his tenure, Atty. Gen. Eric H. Holder Jr. said in a televised interview.</blockquote>

In an interview with MSNBC, this Obama appointee states that "The gun lobby simply won, you know?"

There was no mention in the article of how the Attorney General intends to create new laws, when his sworn duty is the enforcement of existing laws and to support and defend the Constitution of the United States. New laws are created by lawmakers, of course, in the House or the Senate. U.S. Constitution 101 would be helpful for the outgoing AG here: http://www.usconstitution.net/consttop_law.html

"Holder has called his visit to the site of the December 2012 massacre of 20 first-graders and six educators the worst day he had in office." Is it possible that the Attorney General is upset because of the gun-free zones that have been created, which enable murderers to kill innocent children?
