CONCORD — New Hampshire residents who are denied licenses to carry concealed weapons and wish to appeal must take their cases to the local courts, the state Supreme Court upheld Friday.

The ruling was in response to an appeal brought by Exeter resident Dan Garand who argued that his appeal should be heard in Rockingham County Superior Court, not Exeter District Court.

Appeals Court Sets Rehearing on Ruling That Eased Gun Restrictions

In a setback for supporters of gun rights, a federal appeals court in San Francisco has set aside a major ruling by three of its own justices that made it easier to challenge local gun restrictions.

Without explanation, the United States Court of Appeals for the Ninth Circuit, in San Francisco, on Wednesday ordered a hearing before 11 judges on an earlier decision by a three-judge panel that applied the Second Amendment right to own guns to state and local laws.

Court Rules "No Probable Cause"

Finding that the officers unlawfully arrested Mr. Woodard with a lack of <a class="zem_slink" href="http://en.wikipedia.org/wiki/Probable_cause" title="Probable cause" rel="wikipedia">probable cause</a> while also finding that the officers had "arguable" probable cause results in the conclusion that Mr.
